Snow, first met as graduate students at the London School of Economics, where they bonded over their passion for evidence-based policy and data-driven decision-making. Late-night discussions in the Holborn neighborhood—where LSE is located—sparked an idea: what if consulting could be more than just providing recommendations? What if consultants became true partners, working alongside their clients to create lasting impact?
Years later, that idea became Holborn International. Russell brings a unique blend of private equity, public policy, and economic analysis experience to Holborn’s work, with almost 20 years of experience across commercial real estate, impact evaluations, and public and private finance. He has led investment strategies for a real estate fund that managed over half a billion in assets, and directed large-scale policy research and technical assistance projects for U.S. government agencies and international institutions. His career reflects a commitment to rigorous analysis, strategic execution, and practical solutions that bridge the public and private sectors.
Russell holds a Master of Public Administration in Public and Economic Policy from the London School of Economics and a Bachelor of Science in Economics from the Pennsylvania State University, where he graduated with honors.
Puja brings over a decade of experience designing and implementing complex development and infrastructure projects across more than 40 countries. With a background in investment strategy, financial modeling, and program evaluation, she has advised governments, development institutions, and private sector stakeholders on initiatives ranging from SME and agribusiness development to energy, infrastructure, and regulatory reform. Her work bridges global strategy with local impact, ensuring that every project is rooted in financial viability, operational effectiveness, and long-term sustainability.
Puja holds a Master of Public Administration from the London School of Economics , a Master in Public Affairs from Sciences Po, and Bachelor of Science in Economics from the The Wharton School at the University of Pennsylvania, along with a Bachelor of Applied Sciences in Biomedical Sciences (Bioengineering), where she graduated with honors.
